Renewing Your Car Registration (Mulkiya) in the UAE: Inspection, Insurance, Fines and the 150-Day Window

Your Mulkiya — the vehicle ownership card — is valid for one year, and renewing it is a four-part job: a valid insurance policy, a passed technical inspection, a clear fines record, and the renewal itself. Get the first three right and the last one takes a minute in an app. This guide follows the official RTA service pages for Dubai, TAMM for Abu Dhabi and the federal u.ae portal, all linked at the end.

When you can renew — and the grace period

Dubai lets you renew early: individuals and companies can apply up to 150 days before the expiry date, as the Dubai government portal states. On the other side of the date, RTA guidance describes a 30-day grace period after the twelve-month validity. Renew inside that window and there is no penalty; drive past it and non-renewal fines start to accrue on the vehicle, which you will have to settle before any later transaction on it, including a sale.

What the RTA checks before it renews

The RTA’s service page says it in one line: “RTA verifies the validity of the vehicle insurance and technical inspection.” In practice:

• Insurance. A policy from a UAE-licensed insurer must be in force. Insurers upload policies electronically, so the renewal system sees it without paperwork — but only once the policy has actually been issued, so buy the insurance before you start.
• Technical inspection. The RTA’s inspection certificate is valid for 30 days, so book the test close to the renewal. New vehicles are exempt for their first years: the federal portal notes that the inspection applies to vehicles other than those produced in the last three years before registration.
• Fines. Outstanding fines on the vehicle are paid inside the renewal flow. The federal portal states that all traffic fines have to be paid before renewing the ownership card.

The technical inspection: booking and what is checked

In Dubai the inspection is done at approved centres — Tasjeel, Shamil, Wasel, AutoPro, Al Mumayaz, Al Mutakamela and others across the emirate — and the RTA’s Apply for Vehicle Inspection service lets you book a mandatory appointment online or in the RTA Dubai app: choose the vehicle and inspection type, pick the centre, confirm the slot, bring the car, pay the fee, and receive the certificate electronically by email.

The RTA describes the standard the car has to meet: tyres suitable for driving, brake and lighting systems homogeneous and working properly, a body not eroded, internal parts functioning, and an engine running properly without leaks of fuel, lubricant or coolant. Testing parameters published by the RTA also cover exhaust emissions, service and parking brake performance, steering, field of vision and glass condition, mirrors, wipers and suspension. One rule catches out more owners than any other: the RTA states that a vehicle will not pass if its tyres are older than five years from the date of manufacture, or seriously worn or cut. The four-digit DOT code on the sidewall (week and year) tells you the age.

Dubai: renewing through the RTA

Website, RTA Dubai app, Mahboub chatbot, self-service machines and the registration centres all offer the renewal. The app route as the RTA lists it:

1. Enter your details and select the vehicle.
2. Choose Renew and Amend Vehicle Data Ownership from the vehicle licensing services.
3. The RTA verifies the insurance and the technical inspection.
4. Pay the fees.
5. Receive the ownership certificate by SMS or email, print it at a self-service machine, add it to Apple Wallet through the RTA Dubai app, or have it delivered (standard AED 20, same-day AED 35, within two hours AED 50, international AED 50).

The renewed ownership is valid for one year and the service completes instantly. The same flow lets you change the plate design or number, and — with a police report — replace a lost or damaged plate.

Abu Dhabi and the other emirates

Abu Dhabi renews the registration card through TAMM (Abu Dhabi Police), signed in with UAE Pass; the requirements are the same — valid insurance, a passed inspection where required, and no outstanding fines. Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain use the Ministry of Interior’s app and website. The federal portal summarises it: registration services are provided through the service centres, websites and smart applications of the emirates’ traffic departments or the MOI, and on completion you collect the ownership card together with the plates and the expiry sticker.

A sensible order of operations

1. Two weeks before expiry: buy or renew the insurance. Do not wait for the last day — the policy has to be issued before the inspection or renewal will see it.
2. The week of renewal: book the inspection (the certificate only lasts 30 days). Check the tyre dates, the lights and the horn beforehand; a fail costs a re-test.
3. Same day: renew in the app, pay any fines, and download the card to your wallet.
